ChatGPT Ads in India: What Is Live, What It Costs, and Who Should Test It

ChatGPT Ads opened to Indian advertisers on 31 August 2026. Here is who sees them, how targeting works, what early costs look like, and how to run a first test.

Short answer: ChatGPT Ads are live in India. Since 31 August 2026, any Indian business can buy them self-serve through OpenAI’s Ads Manager, on CPM or CPC, with a pixel and Conversions API for measurement. They are worth a controlled test if your customers research before they buy — and worth skipping, for now, if your category sits near health, mental health or politics.

A year ago this channel did not exist. OpenAI now reports more than a billion weekly ChatGPT users and a $1 billion annualised ads run rate reached in under 200 days. For Indian marketers heading into the festive season with Google and Meta auctions at their most expensive, the obvious question is whether ChatGPT is a cheaper place to find the same customer. Here is what is actually live, what it costs, and how we would test it.

What is live, and when it arrived

Date What changed
February 2026 Ads begin testing for logged-in adults on ChatGPT Free and Go in the US
5 May 2026 Self-serve Ads Manager enters beta, CPC bidding joins CPM, and a pixel plus Conversions API launch for measurement
31 August 2026 Self-serve access opens in India, Europe, the Middle East and North Africa
5 October 2026 A visual ad format with product images, plus integrations with attribution partners including AppsFlyer, Branch, Adjust and Singular

That last update matters more than it looks. The early complaint about ChatGPT Ads was that you could not measure them properly. With a pixel, a Conversions API and the mobile attribution tools most Indian apps already use, that excuse has largely gone.

Who will actually see your ad

This is the part most coverage skips, and it shapes whether the channel suits you at all.

Two highlighted chat profiles and one dimmed behind frosted glass, showing which ChatGPT users can and cannot see ads
Paying Plus, Pro and Business users never see ads — your reachable audience is Free and Go.
  • Plans: ads show only on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts see no ads.
  • Age: no ads for accounts identified as under 18.
  • Topics: in OpenAI’s words, ads are “not eligible to appear near sensitive or regulated topics, including personal health, mental health, or politics.”

Two consequences follow. First, the paying professional user — often the B2B decision-maker you most want — is on Plus or Business and will never see your ad. Your reachable audience skews towards free and Go users. Second, the topic rule applies to the conversation, not your brand. A dental or skin clinic can run ads, but not next to someone describing their own symptoms. If your demand mostly starts with a health question, this channel will reach a fraction of it.

How ads are chosen: intent, not keywords

There is no keyword list. OpenAI says ads are matched using “the context and intent of your current conversation”, plus the context hints and targeting selections you provide. Where a user has personalisation switched on, select signals from their wider ChatGPT use can also count.

Practically, that means you describe the problems you solve and the situations your customer is in, and ChatGPT decides which conversations fit. It is closer to how AI Max is changing Google Search campaigns than to classic exact-match search — and it needs the same discipline about exclusions. OpenAI’s newer Negative Phrases control lets qualifying advertisers keep ads away from contexts they do not want.

The ad itself sits below ChatGPT’s answer, labelled as sponsored and kept separate from the response. OpenAI is explicit that “advertising does not influence the answers ChatGPT provides.” So buying ads does nothing for your organic visibility inside the answer — that is still earned the slow way, which we covered in how to get your brand cited by ChatGPT, Perplexity and AI Overviews.

What it costs in India

OpenAI does not publish an Indian rate card. You set a budget and bid in Ads Manager, and the auction decides.

The most detailed public numbers so far come from Upgrowth, an Indian growth agency that published data from its own live account targeting growth-marketing and SEO queries in Indian metros: an average CPM of ₹581, an average CPC of ₹13.67, a CTR of 4.25%, and a minimum daily budget of ₹725. Treat that as one account in one category, not a benchmark. It does suggest two things worth checking in your own test: Indian CPMs appear to sit far below the roughly $60 CPMs reported in the US pilot, and click-through rates on conversational placements can be strong.

Cheap clicks are not the point, though. The number that decides whether ChatGPT earns more budget is cost per qualified lead or sale against your break-even — the same arithmetic as in what a good ROAS actually is.

Who should test it now — and who should wait

Good candidates:

  • B2B services and SaaS, where buyers ask ChatGPT to compare options before contacting anyone
  • Education, courses and coaching, where research questions are long and specific
  • Travel, finance-adjacent tools and considered D2C purchases, where people ask “which is better for me” before buying
  • Apps already using AppsFlyer, Branch, Adjust or Singular, which can now measure installs and in-app events properly

Wait, or keep it small:

  • Healthcare, clinics and wellness brands whose demand starts with personal health questions
  • Anything political or issue-led
  • Impulse purchases and low-ticket products, where people rarely ask an assistant first
  • Accounts without working conversion tracking — you will not be able to tell whether it worked

How we would run a first test

A city-level holdout shows whether ChatGPT found new customers or took credit for existing ones.

1. Install measurement before you spend. Set up the pixel and, if you can, the Conversions API, tracking real outcomes — leads, purchases, sign-ups — rather than page views.

2. Fund it to answer one question. Size the budget so you can reach enough conversions to judge cost per result within three to four weeks. If you cannot afford that, the test will not tell you anything; our guide on how much traffic a test needs shows the maths.

3. Write for the conversation, not the keyword. Describe the specific problem and situation your customer is in. Use your strongest proof in the ad and match it exactly on the landing page.

4. Exclude early. Use Negative Phrases to keep ads away from contexts that would waste money or embarrass the brand.

5. Measure incrementality, not just attribution. ChatGPT users also search Google. A geo split — running in some Indian cities and holding out others — tells you whether ChatGPT found new customers or simply took credit for ones you would have won anyway.

6. Compare like for like. Judge it against cost per qualified lead from Google and Meta over the same weeks. During Diwali, those auctions get more expensive; a newer channel with less competition can look better than it will in January, so note the season when you read the result.

The short version

ChatGPT Ads in India are real, self-serve and now measurable. The audience is free and Go users, the targeting is conversational intent rather than keywords, and sensitive health and political topics are off limits. For research-heavy categories, a measured three-to-four-week test is cheap insurance against missing a channel early. For health-led brands, the topic rules make it a much smaller opportunity.

Frequently asked questions

Are ChatGPT Ads available in India?

Yes. OpenAI opened self-serve ChatGPT Ads to advertisers in India on 31 August 2026. Businesses can sign up, set budgets and launch campaigns through Ads Manager at ads.openai.com.

How much do ChatGPT Ads cost in India?

OpenAI does not publish an Indian rate card; prices are set by auction on CPM or CPC. One Indian agency reported an average CPM of ₹581 and CPC of ₹13.67 from its own account, but costs will vary by category and competition.

Who sees ads in ChatGPT?

Logged-in adult users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not see ads, and ads are not shown to accounts identified as under 18.

Can healthcare brands advertise on ChatGPT?

Ads are not eligible to appear near sensitive or regulated topics, including personal health, mental health and politics. A health brand may still run ads, but they will not appear in conversations about a user’s own health, which limits reach considerably.

Do ChatGPT Ads affect what ChatGPT says about my brand?

No. OpenAI states that advertising does not influence ChatGPT’s answers, and ads are labelled and shown separately. Being cited in the answer itself still depends on your content and reputation.
